Actually, to be more accurate, I believe Luke had to FACE or CONFRONT Vader. It was Luke himself who took that to mean he had to kill him.

I know that until not so long ago that's what the novel version of Return of the Jedi said...when Luke was talking to Ben's ghost after Yoda's death Obi-wan told him that Owen was acutally his, Obi-wan's, brother. But I wouldn't be surprised if other sources said it as well.
